Hargraves won the award for her tireless work as coach and secretary at Colchester Phoenix, a club for disabled swimmers which she played a key role in forming in 1993. She campaigns endlessly for disabled people to take to the water and works tirelessly to ensure that they are given the same training opportunities as able-bodied swimmers.
She will receive her award at a ceremony in London to be held on 16th November.
