FIVB - limitations on foreign players

A number of forward-thinking initiatives were discussed Thursday and will now be passed to the FIVB World Congress in 2010 for final decision in accordance with the FIVB Constitution.
The three-day FIVB of Administration will close at the end of Friday.

Legal Commission
The FIVB Board of Administration decided to revise the decision regarding limitations of ITC players athletes with an international transfer certificate on the court. This comes after the recommendation of the Legal Commission and the analysis of the legal conflict with European and other countries' labour laws. The FIVB recommends National Federations do their utmost to have local players in club teams. Every National Federation has the right to decide the composition of teams in their respective leagues and championships.
It was also agreed that the transfer of players inside a continent will be handled by the Continental Confederation. The two conditions for this are that all transfers are registered at the FIVB and that the transfer fee is shared between the FIVB and Continental Confederation. Transfers between two different Continental Confederations are to be handled by the FIVB.

Beach Volleyball
The Beach Volleyball Olympic qualification system will change. There will still be 24 men's teams and 24 women's teams. The 24 qualifiers for each tournament will be made up of the 16 best teams from the SWATCH FIVB World Tour rankings, the five winners of the new Continental Confederations' World Cup, two winners of the new FIVB Beach Volleyball World Cup World Final and the one host country if not yet qualified. There will be a maximum two countries allowed to qualify per gender. The FIVB Beach Volleyball World Cup will be played June 25 to July 1, 2012. Ten teams will compete at the FIVB World Cup two teams per continent.

FIVB World Grand Prix
For the 2009 edition, the same qualification system is being kept as for previous editions. There is a consensus that for an increase from 12 to 16 teams there needs to be an improvement in the level of the teams wanting to take part.
It was reported that a strong message is to be sent that a country's best players need to be used in the competition and not 'second-team' players.
For the 2008 edition, footage was distributed to 205 countries and territories in five continents, with more than 530 hours of first-run television coverage and a primary distribution to a targeted audience of 546,100,000 - equivalent to 1 in 13 of the world's population.
The total number of spectators in 2008 was 307,248.

Development Centres
The general plan is for each Development Centre focuses its strategy on Mass Volley and Beach Volleyball in 2009. It was proposed that, if Development Centres fulfil all requirements, the FIVB will, step-by-step, begin to pay for coaches for Development Centres. It was also decided that if Continental Confederations consider proposed Development Centres viable then the creation should go ahead and that there should be sub-centres for Beach Volleyball in beach areas but these should be coordinated within the Development Centre.

Development Projects
It was agreed to designate a budget to promote and stimulate National Federations to participate in Volley All Festivals.

World Vision 2012
It was proposed to give an award to the most improved National Federation in each of the Continental Confederations.

TV and New Media Commission
New distribution formats for television include - for the first time - a weekly Volleyball highlights programme during events and a revised Beach Volleyball highlight programme.It was agreed to test a coloured Volleyball court in national-level events, to test line-sensor systems including Hawk Eye, to test microphones on referees and to change the color of the referees' uniform.

Sports Events Council
A new formula for the Junior and Youth World Championships will be implemented that has the players competing from the first day to the last day, allowing them to develop their skills.

Puerto Rico will play in the 2009 FIVB Junior Women's World Championship in Mexico in place of USA, who withdrew from the competition.
