Introduction

The WADA Code (ENG / FRA) is the core document that provides the framework for harmonized anti-doping policies in international sports. The FIG is a signatory to the Code, meaning that it and international gymnasts must comply with its testing requirements both in and out of competition

What is ADAMS?

As you might know, under the World Anti-Doping Code, WADA has an obligation to coordinate anti-doping activities and to provide a mechanism to assist stakeholders with their implementation of the Code. The Anti-Doping Administration & Management System (ADAMS) was developed for this purpose.

ADAMS is a web-based database management tool that simplifies the daily activities of all stakeholders. This system allows data entry, storage, sharing and reporting. It supports the result management, the administration of Therapeutic Use Exemptions (TUEs), the gymnast’s whereabouts information and test distribution planning.

Not only is it easy to use, but also it is free to WADA's stakeholders in French, English, Spanish, German, Arabic, Japanese and Russian, increasing the efficiency and effectiveness of the fight against doping in sport.

To date, 60 International Federations, 40 National Anti-Doping Organizations, 34 WADA Accredited Laboratories and 4 Major Games Organizers are already using this system.

All data in ADAMS is stored in a highly secure environment and access is carefully controlled to ensure that data is available to relevant parties only.

Helpdesk support is made available 24 hours, 5 days a week, from WADA.

ADAMS and FIG

FIG will start using ADAMS as of 1 January 2009 for all whereabouts submissions and TUEs requests.

The transition to ADAMS is a significant and positive step forward for FIG, its NFs and most importantly the gymnasts. Gymnasts will only have to provide one set of whereabouts accessible to the relevant organisations (International Federation, WADA, NADOs). Furthermore, as ADAMS is a global system, testing programmes around the world will be better co-ordinated, therefore giving greater confidence to gymnasts and ensuring a single system for all gymnasts to access.

Which Gymnasts is ADAMS meant for?

ADAMS is primarily meant for (i) gymnasts in the international and national testing pools for the submission and management of whereabouts information, and (ii) gymnasts needing to submit requests for Therapeutic Use Exemptions (TUEs).

How to use ADAMS

ADAMS has four core functionalities addressing the key activities of anti-doping operations:

Gymnasts Whereabouts

The web-based functionality allows gymnasts  to enter their information from anywhere in the world; and those without internet access may designate a representative, such as their NF, NADO, family member or other, to enter the information for them. This function also helps stakeholders share whereabouts information, crucial for maximizing the surprise effect and the efficiency of unannounced out-of-competition testing.

  • collect gymnast whereabouts information by allowing easy-to-use online whereabouts submissions, by gymnasts or gymnasts-designated third parties
  • monitor failure to provide adequate or accurate information
  • send notifications directly to gymnasts as necessary
  • make information accessible to other relevant organizations
  • track all modifications made in the system
  • conduct searches and print reports

TUE  Management

ADAMS allows online management of TUE requests, as well as online notification of those involved in the process.

  • online submission of TUE requests (signed application still required)
  • online management of TUE requests
  • notification to gymnast of receipt of TUE 
  • notification to gymnast of denial of TUE
  • provision of TUE certificate to gymnast
  • online notification to relevant parties of TUE expiry/change of status
  • sharing of TUE information to all relevant parties
  • linking of valid TUEs to Adverse Analytical Findings (AAF)

Information Clearing House

The clearing house is where all data is stored, in particular lab results, Therapeutic Use Exemption (TUE) authorizations and anti-doping rules violations. It permits the sharing of information among the relevant organizations and guarantees that anti-doping activities are performed with the highest level of transparency.

  • entry and sharing of doping control data for in and out-of-competition testing
  • entry and sharing of laboratory results
  • sharing of information on TUEs
  • sharing of information on Adverse Analytical Findings (AAF) and other Anti-Doping Rule violations (ADRV)
  • matching of doping control data and laboratory results
  • making information available to relevant parties within the framework of the Code
  • generating statistical reports for public disclosure

Doping Control Platform

The ADAMS doping control database provided to IFs, NADOs and NFs is an essential tool for managing a doping control program, both in- and out-of-competition. Stakeholders can use ADAMS to plan, coordinate, and order tests, as well as manage test results. Coordination of doping control programs in the ADAMS system helps to avoid duplication in doping controls.

  • management of Registered Testing Pool (RTP)
  • creation of a Test Distribution Plan (TDP)
  • gymnast selection
  • creating and issuing Mission Orders
  • data entry of tests conducted
  • results management, including hearing/sanction/appeal processes
  • allows creation of detailed gymnast profile and test histories

Suggested first steps

In order to ensure the best information, we highly recommend that gymnasts and NFs follow the procedure below.

  1. Read carefully the ADAMS Overview Presentation.
  2. View the Whereabouts video.
  3. Consult the User Guide for Athletes (available in 5 languages) and the Appendix.
  4. For any gymnast that has not yet received an account, obtain a login and password from the FIG by contacting Laetitia Zumbrunnen (lzumbrunnen@fig-gymnastics.org)
  5. Use the ADAMS Quick Reference Card for Athletes ENG/FRA (New! available in 6 languages, see below) to help you enter your whereabouts on ADAMS.
  6. Obtain an account for the training environment if you wish to practice before using the ADAMS platform, by contacting Laetitia Zumbrunnen (lzumbrunnen@fig-gymnastics.org).
